BRIEFING OF AMERICANS ON THE FUTURE OF HONG KONG

1. I have seen Teddy Youde's telegram Number 1354 of

14 September. As you know, I am strongly in favour of keeping the Americans abreast of the talks as fully as we can do so without compromising our negotiating position and was embarrassed

I am bound to say that so far there has been no pressure from the American side to provide more, perhaps for the good reason that they know as much as they think they need to know from the Chinese. As far as Shultz himself is concerned, all the indications are that with so many other things on his mind, and with an obvious interest in developing America's own relations with China without unnecessary complications, he remains content to leave us alone. But for the reasons cogently stated in paragraph 2 of Teddy's telegram, I believe that we should ourselves keep Shultz as fully in the picture as possible, and may have something to lose if the flow of briefing is too transparently thin.

I am glad to hear from the department therefore that you already have it in mind to give the Prime Minister and Antony Acland a full brief for their forthcoming discussions in Washington. and hope that it may be possible to update this in the light of the results of the next round, which will have taken place by then.

3. I am thinking of inviting Ji Chaotsu to lunch again soon, and it would be useful to know if there are any particular points you would think it useful to put across.

I am sending a copy of this letter to Robin O'Neill, since I hope we shall soon be receiving the latest JIC product on this subject with instructions to pursue with our other established contacts here.
