1. In welcoming Dr Gama, Lady Young said that it was particularly

pleasant to have the opportunity to talk to a representative of Britain's oldest ally. Relations were very good and it was always useful to keep in touch. Dr Gama said that it was always a great pleasure to be in London. Anglo-Portuguese relations were excellent;

not only were our economic approaches similar but our political and

cultural ties were very close. There were a number of minor

bilateral problems such as the safety of tourist accommodation in

the Algarve and the dumping of radio-active waste, but he was sure

that these could be resolved.

Southern Africa

2. Dr Gama said that the Portuguese Government wished to have political

consultations with the UK about Southern Africa. The UK relationship with Zimbabwe; Portugal's relationship with Angola and Mozambique; and our shared contacts with South Africa could be helpful in reaching a settlement to the problems of the region. There was a need to weaken

the Soviet presence in the area and encourage Zimbabwe and Mozambique to take a more truly non-aligned approach.
