1. We have received the Cabinet Office commissioning letter. I should be grateful therefore if you could now set in hand the drafting of briefs.

2. I attach at Annex A the Cabinet Office list of briefs. The draft general brief circulated under cover of Mr Christopher's minute of 26 September sets out the likely objectives of both sides. I should be grateful if these could be borne in mind when individual briefs are being drafted.

3. I attach at Annex B and C Cabinet Office instructions on format. I make no apology for repeating the usual plea for these instructions to be followed to the letter. Far too many Summit briefs have to be retyped or corrected because they deviate from the Cabinet Office format. Please note in particular the requirement for an Objectives Section. I should be grateful if the final drafts of briefs could be shown either to Mr Armour or Mr Musgrave (both in W66) before they are sent for typing and reproduction. We may thus hope to avoid the waste of time, effort and paper involved in retyping briefs after they have already been reproduced. Clearly, the earlier briefs can be finalised, the less acute will be the load on typing pools and the Document Reproduction Centre.

4. Please note that the Cabinet Office have asked that briefs should be no more than two sides long. This is important: and WED reserves the right to compress lengthy briefs. Background briefs (marked at Annex A with an asterisk) can be very short and may not need Points to Make.

5. Briefs should be cleared as usual with Under-Secretaries and with other FCO and Whitehall Departments where shown. Those FCO Departments which are not lead Departments will no doubt wish to get in touch with their opposite numbers in Whitehall to ensure that they are given an early opportunity to comment. RID should note that the NIO will be writing a brief on Northern Ireland (not shown at Annex A).
