SIR J BULLARD'S VISIT TO INDIA AND PAKISTAN

BRIEFS
Sir J Bullard is to hold political talks with his opposite numbers in Delhi on 21 October and In Islamabad on 23 October. There are no formal agendas, but it has been agreed that the talks in both countries should cover CHOGM (and hence development issues), East/West relations, Middle East, China, South Asian regional issues (including Afghanistan) and bilateral questions. But Sir J Bullard will also need to be prepared for specific topics which might be raised (eg the Indians have mentioned Namibia).

I attach a list of the proposed briefs and would be grateful if drafts could reach me by close of play on Monday 10 October. They should be in the usual form of 'Points to Make' (with separate points for India and Pakistan where necessary), and 'Essential Facts'. Where Departments are confident that Sir J Bullard is familiar with the background, the briefs might be kept to a bare minimum of a list of points to make, with, where appropriate, background summary of the Indian and Pakistan positions on the issue in question.
