AMBASSADORIAL CONSULTATIONS
As you will have seen from Tokyo telno 452, Sir H Cortazzi will be calling on the Japanese Foreign Minister on 8 September. One of the agreed agenda items is China. While the Japanese will no doubt speak on China's internal affairs and foreign policy, they are likely to expect Sir H Cortazzi to have something to say about Hong Kong. I submit a self-explanatory draft telegram containing a line for the Ambassador to take on this subject and should be grateful for your concurrence with it. I have cleared the draft with HKD.
Summary briefing on the other topics, including other aspects of item (2) (China), has been commissioned, and we shall aim to telegraph this early next week.
