Our objectives for reform of Community

finance cannot be achieved without German support, while

in the defence field the INF deployment programme in

continental Europe depends on the Germans sticking to the NATO timetable, which envisages the arrival of Pershing II

in the FRG by the end of this year.

UK Objectives programme

4. A list of briefs, and an agenda broken down by subject

and interlocutor are attached. Our main objective is to

explain to Dr Mertes our Community concerns in the run-up

to the European Council in Athens on 6 December.

Brief No. 2

deals with the Stuttgart negotiation.

Dr Mertes is not familiar with the details of this

negotiation but he is bringing an expert (Dr Ungerer) with

him. Our second important objective is to discuss INF

(Brief No. 4 ).

5. Of the other topics, we attach priority to the Falklands (Brief No. 8) and UNLOSC (Brief No. 7) but

we see no real need for lengthy discussion of Taiwan

(suggested by Dr Mertes) or indeed Chad, included on a

contingency basis. Brief No. 20 (the UK/FRG/France

'triangle') is background only.

German Objectives

6. Dr Mertes will wish to concentrate on arms control

(particularly INF) and East/West relations (in particular

the German question).

He believes strongly that the

western allies should be bolder in publicly reasserting

their commitment to reunification.
