PRIME MINISTER'S VISIT TO CANADA AND THE UNITED STATES: 25 30 SEPTEMBER

1. I attach the suggested list of briefs for the Prime Minsiter's visit to North America, as it was sent to the Cabinet Office.
2. The next step will be for Cabinet Office to send a formal commissioning letter round Whitehall in the next few days. NAD will distribute it within the FCO. Since I do not expect substantial changes, Departments on the list may wish to start preparing their briefs now. Instructions on precise format will follow but briefs should normally consist of a brief statement of objectives, followed by points to make and "background.
We await the Cabinet Office's decision but I think that for planning purposes, Departments should assume that their briefs will have to be completed and in final form by 14 September.
