1. As foreshadowed in my minute of 31 August, the Cabinet Office have now issued a formal call for briefs (copy attached). The list is unchanged from that attached to my minute under reference.

2.

Would Departments now please go ahead with the preparation of their briefs, consulting other FCO and Whitehall Departments as necessary, at the drafting stage. Seventy copies of completed briefs have to be with the Cabinet Office, in final form by noon on Friday 16 September. This means they should be with NAD by close of play on Wednesday 14 September.

3. Your attention is drawn to the instructions on format at Annexes B and C to the Cabinet Office letter. These must be followed meticulously. In order to minimise errors and delay, Departments should show proof copies of their briefs to NAD (either Miss Hughes, Mr Raven or myself) prior to reproduction.

4. The FCO is responsible for some 47 briefs in all. Please bear in mind that producing 70 copies of each will place a considerable strain on the Document Reproduction Centre and that copying should be done as far in advance as possible.

5. Whitehall Departments are asked to let the FCO have resumés of their briefs by close of play on Wednesday 13 September at the latest. I hope that FCO Departments can let NAD have their resumés by close of play on 12 September. These should aim to sum up in a few words (ie one line or at most, two) the main point of each brief.

6. The list of briefs can only be amended by agreement with the Cabinet Office. Any Department which wishes to propose addition or deletion should let me know as soon as possible. I have already minuted to UND about the possibility that UN subjects, particularly Mrs Ghandi's summit proposal, will have to be covered. We might bear in mind the possible need for a brief on the shooting-down of the Korea airline, depending on developments over the next week or so.
