I attach a draft minute from Mr Clift to Mr Atkinson
covering:

(a) draft sets of "Points to Make" for use with the
Australians and the New Zealanders;
(b) one set of "Essential Facts".
In New Zealand Mr Whitney will see the Foreign Minister, Mr Cooper, senior officials and probably members of the New Zealand Parliamentary Foreign Affairs Committee. In Australia, it is unlikely that he will see Mr Hayden but he will see senior officials of the DFA.
4. I have explained to Mr Atkinson re para 2 of his minute that it would not be appropriate for us to provide identical sets of "Points to Make" for both visits. He understands this. He realises also that in the light of developments between now and the start of Mr Whitney's visit (ie in the context both of the talks and of our submission seeking authority to brief the New Zealanders fully) we may have to amend the material at a later date.
