September reassure the President that the British
garrison will not be withdrawn from Belize at the end of
the year. She will wish to point out, however, that we cannot sustain this commitment indefinitely and that we look to the Americans to help bolster the security of Belize in the longer term and to bring pressure to bear
on the Guatemalans to reach a settlement.

The Prime Minister may also wish to refer to the
question of the certification of Argentina for arms.
supplies and to the the forthcoming vote on the Falklands
at the UN General Assembly. She might point out that
while there is no question of our seeking a trade-off,
our attitude to the retention of the garrison will
inevitably be conditioned to some extent by what happens
in Central and Southern Africa more generally and in
particular by our estimate of the continued Argentine
threat to our interests. We trust the Americans will
defer the resumption of arms supplies at least ukntil
Argentina has formally renounced the use of force.
also hope that even if the Americans do not feel able to
change their vote on the Falklands at the UN, they will
not take any lead in lobbying others to vote as they do.
