1. I submit a draft letter to Mr Goodall in the Cabinet
Office forwarding draft General (ie Steering) Briefs for the
Prime Minister's visit to Canada and the United States at the
end of the month. The drafts are based on Sir J Bullard's
letter of 25 August to Sir R Armstrong and incorporate sections
on individual subjects drafted in consultation with the
appropriate lead Departments within the FCO.
2. In accordance with the procedure for briefing for major
bilateral summits, the drafts will be discussed at a meeting
chaired by Mr Goodall at 11.00 am on Wednesday 14 September
to which other interested Whitehall Departments will be
invited.

3. So far as we know, Sir J Bullard's letter of 25 August
provoked no response from the other Whitehall recipients and
only the Treasury offered a minor change to the Department's
list of briefs which was circulated around Whitehall. Although
this may mean that the broad objectives are generally acceptable,
some of the Departments represented at Mr Goodall's meeting may well press for changes in the drafts to reflect different ideas of priorities for discussion. Our aim will be to reach agreement
on language which takes account of the concerns of other Departments but reflects the reality of the likely nature of the
