In her meeting with Mr Weinberger, we imagine that the Prime Minister would wish to concentrate on INF, START the prospects after Scowcroft - and any major bilateral defence business (eg US purchase of UK defence equipment). If there is a separate meeting with Vice President Bush, the Prime Minister may wish to concentrate on East-West issues generally, and in particular INF and European opinion. With Mr Volcker the themes for discussion would of course be economic; interest rates; inflation rates; the prospects for economic recovery, etc.

It would be helpful to know whether the Prime Minister agrees with this approach to the various talks; and whether there are any points she would wish us to put to the Americans, about the team she would like to have with her at the lunch and at part or all of the talks before.
