THE PRIME MINISTER'S VISIT TO WASHINGTON:

1. You will have seen from John Coles' letter of 4 May

to Roger Bone that the Prime Minister has now given her

views on the shape of her meetings with American leaders.

The way is clear to go ahead with the preparation of

briefs.

2.

The Washington meetings are not really on a scale to

constitute a major bilateral summit. But officials here

agreed earlier with David Good all that in order to

ensure that the interests of all Whitehall Departments

concerned were fully taken into account we would follow

as far as possible the recently-revised procedure for the

preparation of Summit meetings.

3.

Ed Meese told the Foreign and Commonwealth Secretary

on 4 May that the President will want to discuss the

handling of the Williamsburg Summit with the Prime
