Horst Uhrig, Deputy Consul General for the FRG

in Hong Kong, gave me an account of a conversation which the Consul General Mr. Kühn had had with the Deputy Head of West European Department at the MFA in Peking, Mr. MEI

during a recent visit which Mr. Kühn had

paid to Peking. Uhrig emphasised that he was giving me this account in confidence, although there is little of interest in what he said. I nevertheless thought it worth reporting.

According to Uhrig, MEI had_denied that a solution to the Hong Kong problem would serve as a model for the reintergration of Taiwan, which would be effected according to the Constitution. The Macau question would be dealt with in parallel to and in accordance with the Hong Kong problem. Talks about the future of Hong Kong would produce a result within the next 2 years; there was, therefore, no justification for the loss of confidence in Hong Kong.

None of these points is new, and some of them are far from clear. According to Uhrig, they were made in answer to specific questions, but he declined to tell me what specific questions Mr. Kühn had asked.
