Having looked at the attached papers, Mr Luce has commented that this whole exercise indicates the value and importance to us of keeping the Australian and American Governments fully briefed, to enable them to handle the Hong Kong issue with due care both in public and in any talks with China. He has suggested that we might also give some thought to whether there are any other countries who have influence with China and whose indirect help we may need at some stage with China on the Hong Kong issue. He would welcome the Department's views on this.
