BRIEFING OF THE AUSTRALIANS ON THE FUTURE OF HONG KONG

I attach a draft telegram for this purpose. We are committed to providing appropriate briefing material as soon as possible.

In general terms we are constrained to give the Australians more limited briefing on this subject than we give the Americans. In practice however, much of the same material has been used. The attached draft reflects this practice though I have excluded a couple of points we put into the latest draft briefing telegram to Washington. We must evidently be very careful of giving too much away, eg to Mr Hayden who has
SO far shown that he cannot be relied upon to be discreet. In particular, I think the reference to the British link should be removed our most recent briefing of the Australians mentioned only 'insulation......such as the British link.
