Lord Belstead is to visit Brunei for defence talks, spending a night in Singapore en route. He will leave London on the evening of 12 April, reaching Singapore on 13 April and leave there the following morning for Brunei. During either the outward or the return journeyyin Singapore he hopes to have an opportunity for discussions with Mr Dhanabalan, the Minister of Foreign Affairs. These would most obviously focus on Brunei but we must be prepared for them to range rather more widely.

Main brief for Brunei, plus supporting documents;

the problem of the residence in Brunei;
a speaking note on Brunei for use in Singapore;
a defensive speaking note on Hong Kong for use in Singapore;
a speaking note on other issues (mainly ASEAN questions such as Cambodia and assessment of EC/ASEAN Foreign Ministers' meeting) for use in Singapore;
a defensive brief on economic questions and commodities for use in Singapore (this could be the brief prepared for the EC/ASEAN lunch up-dated as necessary);
muting
background brief on Singapore (personalities etc).
3. Briefs in final form should reach Mr Philipps of this department by mid-day on 8 April at the latest. We wish to put the briefs in Lord Belstead's weekend box.
4. I am sending a copy of this brief to FID, in case they wish to contribute any briefing on the Falklands following the NAM Summit.
