FUTURE OF HONG KONG: VIEWS OF THE SINGAPORE PRIME MINISTER
1. The Private Secretary wrote to Number 10 on 31 March giving a short account of the views of Mr Lee Kuan Yew in a discussion with the Governor of Hong Kong. Sir E Youde has now sent a full report (attached). I think it would be helpful for the Prime Minister to see this account since it provides some useful flavour of Lee Kuan Yew's views and emphasises that the Governor did not prompt him in any way. I submit a draft letter.
