1.

I have discussed with Mr Gomersall in Washington the timing of any briefing which we should give the Americans before Mr Shultz visits China in February. He is leaving Washington on 28 January and the State Department have asked that he should be briefed before 26 January at the latest. The Embassy thinks it would be helpful if the Ambassador could be given discretion either to brief Mr Shultz himself or somebody else, probably Mr Wolfovitz.

I certainly think that it would be helpful if we did give Mr Shultz an updating before he goes. By then there should have been some development in Sir P Cradock's contacts with the MFA. We shall need to decided whether

or not we want to ask Mr Shultz to carry any message on our behalf, eg on the importance of British administration.

If you agree, we shall submit on this on 19 January at the latest.
