1. You will have seen Robin McLaren's letter of 23 December about the visit of Jim Schlesinger and Richard Holbrooke to Peking last December.

I agree it is regrettable that there was no opportunity to brief these visitors on Hong Kong. There was, as far as I am aware, no reference to their visit in the Washington press, where we are of course always on the lookout. Accordingly, I had a word with Bill Rope, the Director for China in the State Department and, without complaining in anyway, reminded him of the Ambassador's conversation with Secretary Shultz, and Shultz's willingness to give us notice of appropriate visitors (our telno 3602 of 8 November). Rope took the point, and said that in the case of this visit, they had only learned of it at an extremely late stage (from which I inferred nonetheless they had briefed Schlesinger and Holbrooke). I think that there will be less chance in future that things will slip through at this end, though it would be worthwhile if you agree for Sir P Cradock and the Governor's office in Hong Kong to remind their American contacts of our continuing interest.
