East/West relations seem likely to continue to be

dominated by arms control issues and by economic

relations.

(a) The West's policy is bound to be guided by

Soviet deeds not words; and by the clear Soviet

threat to Western interests. The recent past

arms build-up, Afghanistan, Poland, human rights,

is not encouraging. Britain ready to respond

positively to genuine signs of a Soviet wish for

accommodation with the West - eg over IMF talks,
