After his briefing meeting yesterday afternoon with Mr Giffard and SAD, the PUS gave some more thought to the form his opening statement in his talks with Rasgotra in Delhi might take. Rather than attempt to cover all major issues, the PUS would prefer to give Rasgotra an idea of some of the major world problems as we see them, and identify the points on which we should particularly like to hear Indian views.

I attach a draft speaking note of this kind which draws on the briefs SAD have submitted. It is not intended to be exhaustive - many more detailed points can be raised in later discussions - but to raise some key issues. Since there is no brief on the Middle East I have invented paragraph 5 which MED and NENAD should amend as necessary. I think the PUS will need a brief, to cover Arab/Israel, Lebanon and Iran/Iraq. Perhaps you would commission one to reach me by midday tomorrow.

The PUS would also be grateful for a brief note on Indo/Soviet contacts since Andropov's succession. he likely to meet anyone in Delhi who will have had substantive talks with the Russians in Moscow or Delhi since Brezhnev died?
