agreed to use his morning meeting with Mr Bush to focus

on subjects where it would be useful to exchange views

on a few subjects in political terms, including the-

consideration of the constraints imposed by the American

domestic political scene. Two topics have been identified

as particularly appropriate to cover in depth in this way:-

Arab/Israel and in particular the prospects for

progress on President Reagan's initiative. (Brief No 1)

East-West relations including Chinese affairs.

Mr Bush will have discussed relations with the

Soviet Union in some detail with his hosts on his

European tour. As a former Ambassador to Peking

he may be well placed to offer some thoughts on

Sino/Soviet relations. (Brief No 2)

There are in addition subjects where it may be

useful to put across a few brief points. We have warned

the Americans that the Secretary of State may wish to

speak about:-

Extra-territoriality: We shall wish to impress on

the Vice President that there is strong political

weight behind the proposals which we have put to the

Americans for modification in their extra-territorial

legislation..

Namibia: We might point out that if the South African/

Angolan dialogue does not produce results soon, the

Americans may need to take a fresh look at their

negotiating position.
