you mentioned that Ji Chaotsu had spoken publicly in the HKK040/1. United States about Hong Kong. I may well have missed something, or you may have been thinking of Li Baocheng's comments reported in my letter of 8 November to Nigel Cox; FED. But since Ji Chaotsu is one of those we hope to get along side, it would be useful to know if he had said something significant about Hong Kong before. are giving thought to how the Ambassador might make contact with Zhang Wenjin after his arrival next month.

In your tdno 215 to P der H al, you said you would let us know if there are any new points you would like us to make in background briefing of selected journalists on the Hong Kong question. We have hitherto stuck very closely to the speaking points in your telno 2147 and Hong Kong telno 1467 of last December. The general points about the factors affecting confidence in Hong Kong are readily accepted here, and obviously will continue to be the burden of our song for a long time to come. On the other hand, they address a Chinese propaganda. line that is now some months old, and most of the people we would talk to, who have their own contacts on Chinese and Hong Kong affairs, know that the early Chinese campaign to reassure Hong Kong residents did not succeed, and believe that, as suggested in the Far Eastern Economic Review of 20 January, things may have moved on a little. It would be very helpful therefore to be able to bring our line to take up to date. a good academic contact told me that he had recently met at Harvard an American girl who had been doing some China watching in Hong Kong last autumn. She had told him that, towards the end of the year, a number of Chinese with Peking connections had sought her out frequently to ask why, despite all their efforts, their attempts to reassure the Hong Kong people about their future had
