I am afraid we do not have much to add to your researches. The Los Angeles Times representative here is Bill Tuohy. Neither we nor News Department have arranged any briefings for Tuohy on Hong Kong, although News Department tell us that he does have fairly good contacts both among politicians and in Whitehall. I think I can say quite categorically that if a ''senior FCO official had given a briefing on Hong Kong to a Los Angeles Times journalist. we would have known about it.
