1. Shenzhen is very close to Hong Kong and the N.T. The
development in the Shenzhen Special Economic Zone will affect directly N.T. People's confidence in maintaining the prosperity of Hong Kong when it is ruled by its people.

The British have been resorting to stalling tactics in their treatment of the issue on China's recovering sovereignty over Hong Kong. They do not invest in the comparatively larger constructions like the light rail system in Castle Peak and the airport. On the contrary, they increase drastically a number of tax items under the pretext of a deficit shown on the Government accounts. This has made the operation of middle and small industrial and commercial concerns difficult, the life of the people hard. If this goes on, it will naturally affect the confidence of the people in Hong Kong and economic prosperity.
