According to reliable sources close to Beijing,

actual talks on the future of Hong Kong between the

Chinese and British Governments will begin next week.

Sir Edward Youde, as a member of the British delegation,

will take part in the talks in the near future.

A senior official of the FCO has indicated that,

as the UK no longer insists on the question of sovereignty,

talks can begin on arrangements during the transition

period.

Sources pointed out that talks would be on two

major aspects:-

1) how to maintain the prosperity and stability of Hong

Kong between 1983 and 1997; and

2) how China and Britain can co-operate after sovereignty

over Hong Kong is recovered by China

Talks on the arrangements for the transition period

will include:-

should China increase its investment in Hong Kong;

the question of the reserve funds of the Hong Kong

Government;

how to expand the representative nature of the Legislative

and Executive Councils;75

how to increase the opportunities for the people of Hong

Kong to fill posts of departmental heads;

how to assist industrial development, including loans

to medium and small industries;

how the 13 Chinese-funded banks can co-operate with the

Hong Kong and Shanghai Bank

After talks on the transition period, both parties

will proceed to discussions how to entrust the Hong Kong

and Shanghai Bank and the Chartered Bank to issue Hong Kong

currency, but by then the right to issue Hong Kong dollars

will be held by the "Hong Kong Special Administrative
