1. We see the objectives for the next round as removing any remaining Chinese suspicions of our motive, in proposing examination of their proposals semi colon and inducing them not merely to engage in detailed discussion but to agree on key points in specific areas which would be necessary for the
maintenance of confidence in Hong Kong.
2. On 7/8 December therefore you should:
(a) Repeat for the record the formula which you gave Yao Guang
on 28 November semi colon
(b) Present the additional working papers on Rights of the
Individual and Culture and Education semi colon.

Reiterate our belief that detailed discussion is necessary to identify ways of maintaining confidence in Hong Kong. It will
not be enough simply to state that matters affecting for instance laws, the courts or essential freedoms will be a matter for a
