It would be very helpful if, during your visit to London in January, we could have a word about your ideas for senior posts in the Hong Kong Government in the medium and long term future. We have been wondering how feasible or helpful it might be to identify more closely some of those who might be occupying the key positions in the territory at least in the early phase of the run-up to 1997. We have in mind not only Government officials but also prospective candidates for EXCO and LEGCO.

see that this is both practically difficult and politically problematical, to say the least. But I am sure that you have been thinking about it and it would be very useful to know how you see things, in terms of posts and individuals.
