RECENT VISITS BY HONG KONG PEOPLE TO CHINA
You may wish to glance at the attached reports on two recent visits to China: that of Dr Huang and that of District Board members. (Folios 747 and 746 refer)
2. The reports of the latter visit are more interesting.
I have sidelined a number of points of note but you should see especially:

China would much prefer a joint announcement to a unilateral one in September 1984.
A further reference to a "mini constitution" (on which subject I have asked Mrs Priest to put together what we know already about this idea).
China is still considering the "question of election".

(vii) This reports Ji Peng Fei as saying that the
administration of Hong Kong would be in the hands of the Hong Kong people after 1997 and they would be free to recruit English civil servants if necessary. The governor would be elected and his appointment subject to the approval of Peking ... further thought would be given as to whether Hong Kong people could hold dual citizenship after 1997
As for Dr Huang's remarks on paragraph 3 of Mr Margolis' letter of 25 November about a visit by the Urban Council being a waste of time, this visit, which was to have taken place in late December, has been put off according to an URBCO press release because of weather conditions in Peking! Some newspapers in Hong Kong have said that postponement follows URBCO's failure to reach a consensus on Hong Kong's future.
