The HKMO is an organisation of the Chinese government. formally responsible to the State Council, but in practise it probably executes policies determined by the Party leadership (ie. the Politburo and the Secretariat). It has the following staff:

Li Hou (2621/0683).

Lu Ping (7627/1627). A member of the Chinese side in the talks on Hong Kong. Acts as "adviser" to the West European Department of the Ministry of Foreign Affairs.

Rong Kang (1369/1660).

Wang Feng (3076/6912): He appeared representing Liao Chengzhi in 1982, but is probably concerned with Taiwan rather than Hong Kong.

Affairs (MFA)

The Ministry of Foreign Affairs apparently does not have specific responsibility for Hong Kong (since the government organisation concerned is the HKMO). However the Chinese negotiating team is largely composed of MFA personnel. The following MFA officials are concerned with Hong Kong:
