Later action might be taken to make the government of Hong Kong and the maintenance of law and order more difficult. The main instruments of agitation would be

the communist press and united front organisations. Every attempt

would be made to rally a non-communist united front. There could be

rallies and demonstrations in support of the Chinese position in the talks. There could also be attempts to launch or exploit protests less directly related to the negotiations, eg in connection with economic or social conditions in Hong Kong. A worsening of the financial situation and rising prices could well provide a pretext and enable the protesters to attract a wider following. There might also be attempts to interfere by eg protesting more frequently and more forcefully over KMT activities in Hong Kong.

10. Attempts to lower morale in the public services, and

particularly in the police, could cause considerable problems for

the Hong Kong Government. Strikes or sit-ins both within and

outside Government could not be ruled out.
