PUBLIC STATEMENTS OF CHINESE AND BRITISH VIEWS ON HONG KONG

Dr Brian Hook, Editor of the 'China Quarterly' has asked Mr Clift for any information we can provide about the basic Chinese position on Hong Kong. Mr Clift would like to send such information (and also some about our own position) to Dr Hook on Monday 21 November. I should be grateful if you would assemble appropriate papers.
2.
For the Chinese position, I think we can send Dr Hook a copy of Research Department's summary of publicly reported Chinese remarks. But you should first ensure:
'
(a) That the summary contains only factual reporting and not any of Research Department's own comment or analysis. If such is the case, then:
(b) The security classification 'Restricted' should be
removed from the top and bottom of each photocopied page to be sent to Dr Hook.
Please consult either Mr Morris or myself if the material does contain analysis as well as fact. Neither of us have had the opportunity to look at it in detail.
3.
The best quarry
for appropriate material about our own position would appear to be:

(b) Ministerial statements in Parliament, eg Adjournment
debate; Foreign Affairs debate.
Please look through what is available and assess what we can usefully provide.
