At the meeting on 11 October, Mr Donald suggested that it might be useful to have a note covering our record on restoring extraterritorial and concessionary rights to China.

I now attach such a note. I have relied largely on secondary sources and have not attempted to consult the Foreign or Colonial office records at Kew. Please let me know if you wish further research undertaken.

The piece has been written as far as possible to highlight British magnanimity. As you are aware there are many other interpretations possible. People's Daily of 10 October (SWB FE 7461/A3/4) covers some of the same ground in a very different fashion.
