FUTURE OF HONG KONG : "ACCEPTABILITY" OF PROPOSALS TO THE PEOPLE OF HONG KONG

As you know, this is a subject close to Mr Luce's heart and one that he wants us to discuss further with the Governor and the Ambassador.

2. I am sure he is right to be so concerned particularly with his visit to Hong Kong looming large and it is very important that we do get our own minds clear on what kind of consultation or acceptability test may or may not in due course be feasible.

Nonetheless I still hold to the view that there is little if anything that we can or should say publicly beyond the line put forward in para 4 of the annex to the attached paper. It was certainly the view of the Governor and the Charge earlier this month that we had to be extremely cautious, as our annex makes clear.

The specific questions listed by Mr Luce in July are attached.

5. Also attached is a draft letter to Peking and Hong Kong covering the paper submitted on 26 August.
