Miss Hollingworth suggested that whilst in Hong Kong, Mr Luce might wish to speak to Mr Brian Tisdell, a Hong Kong lawyer, and to Dr Rayson Huang, the Vice Chancellor of Hong Kong University, both of whom she considered to have interesting views on the Hong Kong problem.

Hong Kong telno 1335 reports that, unfortunately, Dr Huang will not be in Hong Kong during Mr Luce's visit there. We do not recommend that Mr Luce should see Mr Tisdell. He is a highly intelligent man but is well known as a strong public critic of the Hong Kong Government. He has attacked senior officials for failing to provide sufficient leadership. There would be much speculation and misunderstanding if the Minister saw him.
