The Secretary of State was very grateful for the careful analysis in your submission of 7 September and the papers attached. He agrees with the conclusions you draw (i.e. broadly that the precedents are of only marginal practical value). The Secretary of State has commented that no case or precedent is worth citing to the Chinese but that nevertheless there may be some specific features of various cases which could be of use as precedents. The Secretary of State has added that similarly there could be some specific features which might also help, to a limited extent, in the case of Gibraltar.
