I was pleased to receive the letter dated 11 November
from your Assistant Director Mr Ruben O Ruiz conveying the
good news that the Executive Council of the Asian-Pacific
Postal Union formally decided at its meeting in Seoul in
October to invite Brunei to its next meeting in Port
Morsely, Papua, New Guinea in September this year. This is
a msot satisfactory outcome for Brunei and I greatly value
what you have done in smoothing the way for discussion of
this subject. I have of course passed on this information
to Mr Pengiran Jaludin, Postmaster of Brunei.

We are sorry that the Executive Council was unable to come
to the same decision about the Hong Kong Postal
Administration's request to participate in meetings of your
Union in the role of observer.

However, it was encouraging
to learn that the consensus of the Council's meeting was
not against their attendance in principle.
With this in mind I should be glad of any influence you can
bring to bear to help resolve the present impasse. As I
understand it, the procedural regulations of the Union
provide that Hong Kong can only attend as observer under the
auspices of a member of the Universal Postal Union.
