I have just one comment to offer on the draft which I have cleared with Tom Smith in Hong Kong and General Dept. We think that paras 3 and 4 of your draft would probably be more effective if they were amalgamated and slightly revised along the following lines :
With this in mind I should be glad of any influence you can bring to bear to help resolve the present problem. As I understand it, the procedural regulations of the Union provide that Hong Kong may only attend as an observer under the auspices of a member of the. Universal Postal Union. However, in view of the sympathetic discussion of this matter by the Executive CounciKand Hong Kong's position as a major user of telecommunications I should be grate- ful if you would consider how the Hong Kong Postal Administration may exceptionally be given accreditation as an observer delegation to future meetings of the APPU. We are, of course, mindful of the sensitivity with other delegations on the question of the status of Hong Kong but, from our contacts in other fora on similar problems, we feel that such an arrangement would meet any concern over Hong Kong's admission.
