Puerto Rico's constitutional position
and administrative arrangements attached to your minute of 31 August.
2. I should be grateful if you could provide us with additional material on Puerto Rico. How much autonomy does it enjoy in international fields, eg in the contexts of commercial and economic relations? Is it formally represented in such matters by the USA or is it empowered to conclude anyInternational Agreements on its own behalf? If it is so empowered, could you please cite examples of specific Agreements?
3. I should be pleased to have a copy of page 451 of the publication from which you extracted the earlier information about Puerto Rico. Only pages 449 and 452 were attached to your minute under reference.
