FUTURE OF HONG KONG: SUBSTANTIVE NEGOTIATIONS

1. At our meeting tomorrow afternoon, I should like to cover the following ground.
Detailed consideration of Hong Kong's administration
2. Our aim will be to get the Chinese to expand on their plan. We should then comment on it and try to establish common ground. We shall be trying to convert their general assurances of non- interference into binding guarantees and to add any other elements which might help whether in the form of institutional arrangements or the continuation of British staff in key positions.
3. For convenience I suggest we use the checklist which was enclose with Mr Holmes' letter of 6 October to No 10. I should like to go through the headings, note any immediate suggestions and share out work with the aim of producing an expanded study for discussion with Peking and Hong Kong by the end of next week. reference papers are the Annexes to the Special Study of August 198 and Annex 2 to the Reappraisal Paper of August 1983.
