Administrative Arrangements
Development of the UK Negotiating Position
1.
If agreement can be reached with the Chinese on future work on
the above lines, we can expect to get into detail soon. The
Department are preparing and will agree with Hong Kong and Peking an expanded outline of the areas in which we should be looking for safeguards, based on the "Possible pattern of future administration"
submitted with my minute of 6 October.
2. Many of the detailed points will need to be filled in by Hong
Kong, who are the experts on their own Government. However we shall have to contribute from London on a number of areas including the question of external affairs and treaties, nationality and
international trade.

The Prime Minister has decided that a Ministerial Cabinet Sub-Committee will be set up, chaired by herself, to include the Foreign and Commonwealth Secretary, the Lord President of the Council, the Home Secretary, the Chancellor of the Exechequer, the
Attorney General, the Secretary of State for Trade and Industry, the Secretary of State for Defence, the Lord Privy Seal and the Minister
