The Secretary of State has seen a copy of the letter to the Prime Minister from various student bodies in Hong Kong enclosed with Mr Coles' letter to me of 10 October. 624
He has commented that the Prime Minister will have some sympathy with the point made in the letter that it is a pity Britain did not do more to introduce democracy into Hong Kong in the past. He has some sympathy with the point himself (although he recognises that this is not a point that can presumably be made in the reply).
