of your Policy Paper on the Future of Hong Kong prepared for

I am grateful to you for bringing to my notice this
interesting appraisal of such a complex and sensitive issue.
Given the agreed common aim of maintaining Hong Kong's stability and prosperity, our object is to bring our talks with the Chinese Government on the future of Hong Kong to a
satisfactory conclusion. You will know that the British
Government's aim in these talks is to seek a solution
acceptable to Parliament, to China and to the people of
Hong Kong. We are guided in our consideration of any proposals by these criteria.
