I submit for your consideration a draft reply to Mr Davies' teleletter of 10 August.
2.
I had not seen until today, the list of divided sovereignty/ administration precedents attached to Mr Davies' letter of 4 July which arrived while I was on leave and was subsequently put away. Most of the examples given by Hong Kong have been incorporated in Research Department's compendium, but I have asked Mr Bannerman to let us know by the end of this week if any of the other examples are of any value to us.
