4. Mr Luce (who has seen Mr Goodlad's letter) has agreed to
dissuade Lord Rhodes from canvassing in China 'solutions' to Hong Kong's future. Lord Rhodes has now requested an early
meeting with Mr Luce to receive additional briefing on Hong Kong.
Mr Luce may wish to consider a time convenient for this in the
light of the Secretary of State's reply to Mr Goodlad. We shal1
provide a brief.
