Thank you for your minute of today's date giving Mr Luce some advice he could pass on to Lord Rhodes before he saw the Chinese Ambassador this afternoon.

Lord Rhodes has telephoned again after seeing the Chinese Ambassador. He was not terribly clear about the outcome (he is 88 years old) and there still seems to be a certain amount of doubt as to whether he will actually visit Peking. He has asked especially to see Mr Luce himself in order to be briefed on 'one or two items for discussion' on Hong Kong. Lord Rhodes stressed that when making any points he would make it clear that he was speaking independently. The Minister has a very full diary but, as Lord Rhodes is very keen that the Minister should see him, I am going to try to fix an appointment for next Tuesday or Wednesday. I would be grateful if you could provide me with a few straightforward 'points to make', typed on plain paper, which the Minister could hand over to Lord Rhodes on this occasion, and which Lord Rhodes could take with him on his possible visit to China. For the moment Lord Rhodes wants the possibility of a visit by him to China kept confidential.
