Last year the Chinese began unofficially to publicise their plans for an autonomous Hong Kong, which would also be based on the constitutional provision for Special Administrative Regions. The central features of these plans appear to be:

and life style).
Real administrative autonomy therefore is envisaged only for the Special Administrative Regions. As the authorities in Taiwan have refused to discuss Ye Jianying's offer, and as the talks on the future of Hong Kong are still at a very early stage, we are not in a position to judge how the proposed arrangements for these places might work out in practice.
