In principle I think that it would be useful for Mr Luce to see Lord Shawcross who is active on Hong Kong. There are however other papers which Mr Donald has marked to you which Mr Luce should see before making up his mind. If he does decide to attend a lunch, I think that it would probably best be done before Mr Luce's visit to Hong Kong. To wait until October would be rather long.
2. Morgan Guaranty are indeed active in Hong Kong and it would be of some interest to hear their views. But it would be necessary for Mr Luce to make clear beforehand that he would not be able to give them a very revealing briefing on Hong Kong, even off the record.
