1. This is to record that at the meeting held in Mr Clift's office on 18 July we agreed that papers should be prepared to combine the points in the paper on Symbolic Changes submitted to the Secretary of State last week and those in the up-dated notes on the annexes to the Hong Kong Study circulated at the meeting. We agreed the following division of labour:

a) Constitutional Position including points A-D and K-P of the
Symbolic Changes paper action Mr Cox;
b) Legal System action HKD;
c) Defence and Security, including the garrison and naval
visits - action Mr Lyscom (te be confirmed);
SAATUS
d) External Relations and Trade (including Overseas
Representation and Appointment of Foreign Consuls)
action HKD;
e) Nationality and Citizenship, including passports and
immigration action Mr Cox;
f) Civil Aviation and Shipping action Mr Thomson;
g) Currency and Finance action HKD.
2. I would be grateful if revised drafts could be sent to me by 25 July. These should follow the format in the paper on Symbolic Changes with the addition of a "bottom line" position. I should also be grateful for any comments that anyone may have on papers that they are not responsible for revising.

3. At the meeting I also circulated copies of a paper headed Annex A Charter for Hong Kong: safeguards for stage after Chinese resumption of control. You all agreed to give some thought to the points in this paper and to any other ideas for possible alternatives to British administration as an "insulator" against interference from Peking.
